About the Emergency Operations Plan
The Emergency Operations Plan (EOP) is an all-hazard plan that guides Fort Bend County’s efforts to prepare for, respond to, recover from, and mitigate the effects of a major emergency or disaster.
Specifically, the EOP:
- Outlines the County’s emergency management organizational structure
- Establishes the emergency management responsibilities of County departments, local jurisdictions, and private and community organizations and identifies how they coordinate with Fort Bend County Office of Homeland Security & Emergency Management to ensure an effective response to any emergency
- Describes when the County would activate the Emergency Operations Center (EOC)
The plan also establishes the concepts and principles of the National Incident Management System (NIMS) and the Incident Command System (ICS) as the standard for response operations throughout the county. This ensures efficient communication and coordination among varying emergency management partners during any emergency or disaster.
Who maintains the EOP?
The Fort Bend County Office of Homeland Security & Emergency Management maintains the County Emergency Operations Plan, in cooperation with County departments, local jurisdictions, and community partners that have a role in emergency management.
Components of the EOP
The Fort Bend County EOP is comprised of a Basic Plan and 22 functional and hazard-specific annexes. The Basic Plan serves as the fundamental framework for emergency management and describes the overall process for preparedness, response, recovery and mitigation activities. Functional annexes address strategies and responsibilities of the core functions of effective emergency management and are applicable to any type of incident. Hazard-specific annexes document procedures, actions, and other resources necessary to manage a particular hazard.
