Emergency Management Specialist II / Regional Planner
Frank currently serves as the Regional Planner for the past 2 years. He participates in the Regional Planners’ Workgroup in order to help create and facilitate Regional Peer Planning Workshops and also plans, coordinates, designs, and conducts exercises that concentrates on preparing for and responding to natural disasters. Prior to joining the Office of Homeland Security and Emergency Management, he served the City of Stafford Fire Department for 5 years and the City of Sugar Land Fire Department for 26 years as well as 8 years with Sugar Land Emergency Management. He retired after 34 years of service from the City of Sugar Land.
Emergency Management Specialist I / Community Outreach Coordinator
Dolores currently serves as a Planner as well as the Community Outreach Coordinator. She develops and implements emergency and disaster preparedness initiatives within the community. Prior to joining the Office of Homeland Security and Emergency Management, she served the Fire Marshal’s Office for 8 years and 30 years with Lamar Consolidated Independent School District in the Technology Department. She holds an Associate of Applied Science Degree and Certifications in Web Design, Data Processing, and Networking from Wharton County Junior College.

Shenae currently serves as the Grants Manager and oversees the day-to-day UASI Terrorism preparedness grant-funded projects; she plans, implements, budgets, and monitors all expenditures for the Fort Bend County Region. She also serves and holds a certification for Logistics Section Chief in the EOC. She also serves as the Secretary/Treasurer for the FBC Local Emergency Planning Committee (LEPC). Prior to joining the Office of Homeland Security and Emergency Management, she spent 5 years with Fort Bend County Purchasing Department as a Buyer and 10 years with Schlumberger as a Project Manager. She holds a Master’s degree in Forensic Psychology from SNHU, a Bachelor’s degree in Clinical Psychology from the University of Phoenix, and an Associate of Science in Criminal Justice.
